A complete snapshot scan, with uneven evidence. Every text-change unit and all 2,190 AI visual-inspection records were processed. The original top 25 pages have been checked against both PDFs: 24 new visible redactions and one unredaction. Read the removed passages and verification corrections ↗. Other source claims await PDF comparison. No live monitor is running.

ALL PAGES SCORED / FILTERABLE REVIEW QUEUE

Where to look next

The order combines evidence availability, topic relevance and changed-text extent, with penalties for privacy signals and source false-positive flags. It does not rank the severity of alleged acts.

Scores are reproducible triage, not findings.

KEEP THE COUNTEREXAMPLES

A blackout is not a verdict.

These controls show why visible changes, extracted-text changes, and the significance of the underlying content must be evaluated separately.

TRANSPARENT METHOD

What the score means

Each of the 82,970 pages receives a review-priority score. The default queue requires a public-interest topic and either a locally available PDF pair, an upstream visual-redaction label, or a selected report-described lead. Pages with potential victim or sensitive-personal signals, and pages whose text units are all source-flagged false positives, are excluded from that default queue unless a locally available source pair supplies comparison evidence. The complete inventory still contains their metadata.

4–40Evidence basis

40: source PDF pair here. 24: upstream AI visual redaction. 16: selected report-described lead. 12: mixed visual changes. 4: other or text-only evidence.

0 or 35Public-interest topic

Narrow phrase matching on changed text and inspection descriptions, plus documented selected cases. Unchanged document text is not scanned for topics.

0–15Text-change extent

min(15, round(4 × log10(removed characters + 1))). Character loss measures the text layer, not the area of a black rectangle.

0 or 10Source agreement

A matching AI visual-redaction label and a redaction or content-removal text unit marked done. This is agreement between source signals, not independent verification.

−12 or −30Privacy signals

−30 for potential victim or sensitive-personal material; otherwise −12 for a personal-identifier / privacy label. Keyword signals can be mistaken.

0 or −25False-positive flags

−25 when every text unit is source-flagged false positive. Locally available source pairs take precedence for this penalty; original flags stay visible.

score = max(0, evidence + topic + extent + agreement − penalties)

This analysis combines source-reported AI labels with transparent topic rules. Labels, keyword signals and rankings can be wrong; the order is not a finding of intent, illegality or guilt. The observation dates and reasons for particular redactions remain unknown.
